4.A. REVIEW OF EXISTING EMERGENCY EXECUTIVE ORDERS, RESOLUTIONS AND ORDINANCES RELATED TO THE COVID-19 PANDEMIC AND DISCUSSION OF NECESSARY MODIFICATIONS OR RESCISSIONS. [L. LANGER, D. WILSON, J. ROCCO, J. JIMENEZ, D. RIVAS]:
SUBJECT: Review of existing emergency executive orders, resolution and ordinances from 2020 and 2021 related to the COVID-19 pandemic and discuss necessary modifications or rescissions, covering topics such as construction requirements, business and residential regulations, and vaccine verification requirements.
Given the comprehensive statewide eviction protections, millions of dollars in assistance for Los Angeles residents, and the significantly improved public health and economic circumstances, the continued application of the rent freeze is no longer proper after two and a half years. This ordinance should be untethered from the local emergency declaration. We strongly urge the City of West Hollywood to rescind the residential rent freeze as soon as possible.
