4.B. POTENTIAL COMMERCIAL AND RESIDENTIAL VACANCY TAX MEASURES FOR THE BALLOT OF THE NOVEMBER 8, 2022, GENERAL MUNICIPAL ELECTION [J. LEONARD, L. LANGER, L. QUIJANO, A. RUIZ]: SUBJECT: The City Council will provide staff with direction regarding whether to continue to pursue placing commercial and/or residential vacancy tax measures on the November 8, 2022, ballot, based on voter polling results, the review of information on commercial and residential vacancy taxes in other jurisdictions, and staff’s analysis.

    Strongly support this measure. Private property owners benefit from the general economic success of the city through appreciation of property values and the potential for increased rents. Leaving properties fallow creates a strain on those businesses adding value, and a vacancy tax enables the city to reinvest that revenue for the benefit of those who are actively working to make WeHo a unique and compelling place to live and visit.

    I support providing a financial disincentive to property owners to leave units (commercial & residential) vacant for long periods. The current rental market in West Hollywood and certain tax regulations provide a financial incentive to leave units vacant for long periods, if not permanently, which is a blight on the community and an obstacle to the success of small businesses in our city. West Hollywood should place a measure on the ballot and lead the way in this area in Southern California.
