RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD, CALIFORNIA, DECLARING THAT ENFORCEMENT OF CERTAIN MINOR, LOW LEVEL TRAFFIC OFFENSES ARE OF LOW PRIORITY FOR THE CITY OF WEST HOLLYWOOD [L. LANGER, W. MOULDER, D. WILSON]: SUBJECT: Staff has researched legal and practical considerations related to the reduction of the enforcement of certain minor, low level traffic offenses by the Sheriff's Department when serving the City of West Hollywood in the City's efforts to address the issues raised related to pretextual traffic stops. Based on staff recommendation, the City Council will consider adopting a resolution that de-prioritizes the enforcement of certain minor, low-level traffic offenses.

    Ideally this would tied to additional enforcement regarding infractions that potentially create hazardous conditions for pedestrians. Narrowing defining 'low-level' as non-safety related infractions is good, but given our recent relationship with the LASD, I worry that this will lead to a work slow down on safety related enforcement.

    I strongly support the City of West Hollywood, along with the City of Los Angeles, hosting a CicLAvia event to temporarily close Santa Monica Boulevard to vehicle traffic and open it for bicycling, walking, skating, and other forms of active transportation. The 2019 "Meet the Hollywoods" event drew participants from across L.A. County and was very well received by the community, including many businesses. It would be exciting to see that enthusiasm for active transportation repeated in 2022.
