Property Frontage - reducing maximum height limit of corners, to how many feet? Would like to let the dog out in the front yard without it being stolen.
Basements - max of 400 sq ft is not evidence based. "Might" alter underground water flow? If it does, entirely disallow it; if it doesn't, don't limit it. "Extended" construction periods is also a weak argument for limiting the maximum floor area for basements.
Also, agree with Kim Winick - preserve rear and side hedges height at 6' tall.
The Code requires rear hedges within 5' of right of way to be no more than 6' tall. This preserves passage of light and air (CA doesn't generally protect but municipalities do by these codes. Proposal appears to undo this (and some city staff claim current moratorium on same). This limit is crucial for protection of adjacent gardens and tree health, as well as air circulation. Old homes lack hvac/ac, and require cross-flow. Healthy trees and gardens also require. Please save and enforce`
The proposed changes are a violation on property rights. Hedges, basements, and stucco? What’s next, address number font? In all seriousness, it feels that West Hollywood is taking steps backwards and not heading into the future.
West Hollywood West is not a master planned community, nor do we want it to become one! As a 21 year resident of the neighborhood I strongly oppose this zone text amendment. This is a case of taking a good idea and going too far. The proposed standards are setting a precedent to say "my design aesthetic is better then yours" and therefore should become the rule of the land. This is absolutely contrary to West Hollywood's embracing the individual and not forcing one's beliefs upon another.
I oppose any amendment that allows for larger basements or underground parking due to the effects of de-watering as per Ignacio Darnaude and Jay Jacobson's comments here. I oppose underground parking and their driveways due to the look they create.
West Hollywood shouldn't allow any more basements or underground parking regardless of their size until adequate research is done on the effects of dewatering. The constant dewatering taking place in our city causes unstable foundations and cracks that jeopardize our home and their future value. It also has a devastating effect in the trees and it’s a constant source of pollution, as the contaminated water ends in the ocean. The future of our city and our climate is crucial. Say no to basements
I urge you to not allow anymore basements or underground parking of any size until adequate research is done on the effects of dewatering. The foundation of my home is solid, yet from shifting ground due to dewatering my home has cracks, doors and windows that stick, an unstable pool waterline, and drought-tolerant trees that keep dying from a lowered water table. Dewatering will end up devaluing the most desirable neighborhood in WeHo. And you are also polluting the ocean with the run-off.
