The Planning Commission will hold a public hearing to consider a zone text amendment to update the West Hollywood West Neighborhood Overlay District Standards, and finding the action categorically exempt from CEQA, West Hollywood, California.

    Basements should not be limited to 400 sq ft. Staff concedes that experts say there is no impact. So Staff bases it on the off site impact of prolonged staging. That is a tenuous justification. Limiting basement size is an unlawful taking without justification.

    FAR: FAR should remain .5 of the lot square footage. Otherwise, it's an unlawful taking without sufficient justification. It doesn't matter if one can build an ADU or garage, many people do not want it. Also, where lots are combined, FAR should apply to the largest lot.

    A TRULY progressive planning action would be to rezone this entire neighborhood R3. This is a huge area of the city with some of the best access to health care, transportation, community amenities and shopping. This proposal is just tinkering to further solidify the privilege and exclusivity of those already living there. WHW is in a completely built-up urban area, but the big issues to these folks are light and noise "trespass" and what other people do in their basements? Sure, Karen.

    I support Alternative #1 proposed by Staff regarding basements to place a moratorium on any further subterranean construction in West Hollywood requiring dewatering until the city has conducted substantial, thorough studies and research on the effects of dewatering upon our ENTIRE neighborhood. Known, proven, documented effects of dewatering include damage, cracking of buildings & sidewalks, sinkholes, all of which I’ve experienced in WeHo West. Dewatering will devalue homes and the city itself.

    I strongly support Alternative #1 10b 2. from Staff recommending that “basements be prohibited until a neighborhood specific study on the environmental impacts of basements can be conducted”. WeHo shouldn't allow any more basements regardless of their size until this impact study is conducted. The dewatering from the construction of basements causes unstable foundations and cracks that jeopardize our home and their future value. The City should protect our properties in the medium and long term
