FARRIS]: SUBJECT: The City Council will consider approval of agreements for service with four housing consultants: Harris & Associates, HR&A Advisors, Inc., Rincon Consultants, Inc., and The Housing Workshop, to assist in the implementation of various programs included in the 6th Cycle Housing Element.

    Nearly ONE MILLION DOLLARS for apparently very open-ended contracts does NOT instill confidence unless more specifics and deliverables are provided. Consider the documentation/analysis done over 2 years that finally resulted in Council’s OK of the housing element on Feb. 21. City staff should know by now and advise Council about what’s required and provide much more detail. In fact, qualified city staff should perform most of the work that’s being proposed for these contracts.
