SUBJECT: The City Council will consider an appeal filed by Lynn Russell regarding the Planning Commission's adoption of Resolution No. PC 22-1496, which found the project to be exempt from CEQA under Section 15332 (In-fill Development Projects), and approved the demolition of a religious facility, banquet halls, and a school, to construct a new five-story, 90-unit rental apartment building over subterranean parking. The project utilizes a state density bonus, concessions, and provides fourteen units of affordable housing.
