I support the e-bike program, but do not support restrictions on cyclists. The city has not put in any protected bike lanes. Instead, they city complains about people using scooters. If the street is not safe, people will use the sidewalk; Plain and simple. So put in protected bike lanes so e-bikers feel safe. Else this would become an endless debate.

I don’t understand the question! Do I oppose scooters or do I oppose the ban?
Ban the rental scooters that are clogging up our sidewalks, putting pedestrians in danger and limiting equal access!
I support banning scooters! They have turned our little city into a dangerous junkyard! More, better, and safer public transportation would be a far better solution.
Also, the scooter rental companies have taken advantage of the naïveté of the people on our city council and their staff.

If I'm reading the staff report correctly, it appears we are removing 500 non-car trips daily because the program received two complaints on average each of those days (one, if we discount the 60% of complaints from three sources), with no plan to provide alternate options for residents other than cars. If this is the council's best effort to reduce congestion, then I assume the next step is to remove sidewalks in favor of additional travel lanes (this is sarcasm, should it be hard to parse).
