An RFP will call for a nonprofit org to develop 100% affordable housing, an admirable and needed goal among competing civic interests. But state regs allow such surplus property to be used for housing, parks/recreation, and educational purposes. How was the community involved in the decision to make this a housing site? And how has this toxic site been remediated? Sounds like an insider deal to be followed by an after-the-fact charade of asking for public input that's ultimately unheeded.
