3. 2024 HALLOWEEN CARNAVAL EVENT PRODUCTION SERVICES AGREEMENT AWARD, STREET CLOSURES, AND FACILITY USE [Y. Quarker, C. Smith, M. Reath, J. Heredia]: SUBJECT: The City Council will consider approving a three-year Agreement for Event Production Services with Authentic Agency related to the Halloween Carnaval events from 2024 through 2026. The Council will also consider approving street closures and facility uses associated with the 2024 Halloween Carnaval event as well as approving the waiver of Special Event Permit fees for City businesses during the event, which will be held on Thursday, October 31, 2024.
