DEL TORO]: SUBJECT: This item directs staff to draft an amendment to the zoning code to establish a policy to negotiate development agreements to permit off-site signage in commercial zones on Santa Monica Boulevard, Fairfax Avenue, and La Brea Avenue in connection with the development of housing or mixed-use developments with a higher percentage of permanently affordable units than what would have otherwise been required on the site.
