E.3. AN UPDATE ON THE IMPLEMENTATION ROUND 2 OF THE SUNSET ARTS AND ADVERTISING PROGRAM [L. LANGER, J. ALKIRE, P. PORTWOOD]: SUBJECT: The City Council will receive an update on the implementation of the Round 2 design excellence screening process for the Sunset Arts and Advertising Program and consider adopting a resolution rescinding the Design Excellence Committee screening process and authorizing all Round 2 applicants to proceed in applying for a development agreement.

    While I recall community meetings for Round 1, Round 2 somehow came and went without much fanfare. Now it looks like all previous unapproved applicants can apply directly for development agreements because of some murky litigation. Recently, plans for the lush Weaver's Walk along Melrose were scuttled for a more barren landscape because of litigation, and now this billboard turnabout! Hmmm... As long as incisive and dedicated design review is still part of the process, things may turn out OK.
