GARLAND]: SUBJECT: The City Council will consider introducing an ordinance on first reading that codifies speed limit reductions on a subset of narrow residential streets and consider directing staff to conduct additional analysis and coordination for expanded speed limit reduction opportunities on Harratt Street, Almont Drive, and Melrose Avenue. This item is not subject to CEQA ("Public Resources Code section 21000 et seq.) because it does not qualify as a "project" under CEQA.
