SHEN]: SUBJECT: The City Council will consider introducing on first reading an Ordinance to establish Building Energy Benchmarking and Performance Standards for existing buildings and finding the action to be exempt from the provisions of the California Environmental Quality Act (CEQA), pursuant to Sections 15301, 15302, and 15308 of the State CEQA Guidelines. The City Council will also consider directing Staff to issue a Request for Proposals for building performance standards implementation services and software.
