This seems like an overreach by the city. Unfortunately, people can do what they want with their property in terms of occupation. This seems to only be able to potentially address ground floor units at substantial staff resources – what difference will this make ultimately – inaccurate results, "policies"? A better alternative would be for the city to give substantial incentives for property owners to decrease their rents– people do not occupy because of how high rents are in West Hollywood.
