E.1. UPDATE TO THE CITY'S FLAG POLICY [D. WILSON, A. LOVANO]: SUBJECT: The City Council will consider adopting a Resolution (Attachment A) to update the City's flag policy, which outlines the requirements for the outdoor public display of governmental and non-governmental flags and the procedures for flying the Flag of the United States at half-staff at City Hall and other City properties.

    The flag should only be flown at half-staff to honor West Hollywood and LA County figures, with a special focus on those who are prominent in the community as well as those who have done a great service for the community, or in the event of a City tragedy with the process to be apolitical.

    The Death of Blake Ackerman is a good example of when the flag should be lowered, leaving aside the Fountain issue, his death was a West Hollywood tragedy that should have been honored in this way.
