F.4. EXPANSION OF THE TRAP-NEUTER-RETURN (TNR) PROGRAM AND LOW-COST VETERINARY AND ANIMAL CARE SERVICES [L. MEISTER, C. BYERS]:<br>The City Council will consider directing staff to conduct targeted outreach to veterinary clinics and animal shelters to identify potential partners interested in providing low-cost veterinary and animal care services for low-income or disabled residents. These services may include: Trap-Neuter-Return (TNR) support, and cat transitional care programs, as well as general veterinary care and spay/neuter programs. The focus will be on supporting the City's existing TNR program and low-income or disabled residents who face financial barriers to accessing veterinary care.

    I strongly support expanding the TNR program and low-cost veterinary services. TNR humanely manages feral cat populations, and affordable care helps low-income and disabled residents keep their pets healthy instead of surrendering them to shelters. Partnering with existing clinics is a smart, practical solution that benefits both animals and our community. Thank you for considering this measure.
