CONTRERAS, M. MONTENEGRO, A. STAUBER]: SUBJECT: The City Council will consider adopting an Urgency Ordinance and will introduce on first reading an Ordinance amending the City's local regulations governing accessory dwelling units ("ADUs") and junior accessory dwelling units ("JADUs") to comply with recent changes to state law. Except as otherwise noted, these new laws take effect on January 1, 2026. The proposed ordinances are statutorily exempt from review under the California Environmental Quality Act ("CEQA") under Public Resources Code Section § 21080.17.
