C.5. ZONE TEXT AMENDMENT AND RESOLUTION UPDATING PARKING REGULATIONS AND LOCAL CEQA TRANSPORTATION GUIDELINES CONSISTENT WITH STATE LAW [N. MARICICH, J. ALKIRE, F. CONTRERAS, T. FARRIS, J. PARRISH]: SUBJECT: The City Council will consider a Zone Text Amendment to update the Zoning Ordinance to comply with the requirements of Assembly Bills 1317 (Unbundled Parking) and 894 (Shared Parking), and remove minimum parking requirements citywide in alignment with the City's Housing Element and recent Council directive. The proposed Ordinance and related Resolution are exempt from the California Environmental Quality Act (CEQA) because the actions consist of administrative and regulatory updates that implement State law and do not authorize or approve any physical development. Additionally, the actions are exempt under applicable statutory, categorical, and common-sense CEQA exemptions. A Notice of Exemption will be filed following final approval.
