F.4. HOUSING ELEMENT IMPLEMENTATION - COMMUNITY LAND TRUST FEASIBILITY STUDY AND POTENTIAL IMPLEMENTATION STRATEGY [N. MARICICH, J. ALKIRE, F. CONTRERAS, A. STAUBER, S. CAMPBELL, A. BARTLE]:<br>SUBJECT: The City Council will receive an overview of the findings from the recent Community Land Trust Feasibility Study, discuss whether the City should preserve community land trust development as a potential affordable homeownership strategy, and provide direction on a partnership-based approach that could support a future pilot project if a qualified partner, a viable site opportunity, and sufficient funding become available. This action would not establish a community land trust or commit the City to a specific project at this time. The study and plan have no potential for direct physical impacts on the environment and are thus not a project under State CEQA Guidelines section 15061(b)(3).
