E.1. POLICY DIRECTION FOR RENT STABILIZATION ORDINANCE UPDATE [Y. QUARKER, L. ROLLINS]: SUBJECT: The City Council will receive an update regarding the Ad Hoc Committee on Rent Stabilization's review of potential updates to the Rent Stabilization Ordinance and related administrative procedures, including enforcement and compliance modernization, tenant protection and habitability enhancements, housing supply impacts, and regulatory gaps. The City Council will also be asked to provide policy direction regarding the continued development of a balanced implementation framework that emphasizes education, transparency, voluntary compliance, consistent procedures, and progressive enforcement when violations remain unresolved.
