C.3. 2026 ZONING AND SUBDIVISION CODE CLEANUP AMENDMENTS? (ZTA 26-0002) [N. MARICICH, J. ALKIRE, F. CONTRERAS, A. STAUBER]: SUBJECT: The City Council will consider introducing on first reading an ordinance amending Title 19 (Zoning Ordinance) and Title 20 (Subdivision Regulations) of the West Hollywood Municipal Code (WHMC). The amendments would correct typographical and cross-reference errors, clarify existing permit requirements and procedures, update obsolete department and position titles, and align selected provisions with State law. The amendments are primarily technical and administrative and would not change allowable land uses, base zoning density, height, setbacks, or other core land use policy. The package includes limited procedural and safety-related revisions described below. The proposed Ordinance is exempt from the California Environmental Quality Act (CEQA), pursuant to the common-sense exemption in Section 15061(b)(3) of the State CEQA Guidelines.
